Riggs Report: Capitol distress over Newsom’s emergency powers

SACRAMENTO, Calif. —

Gov. Gavin Newsom has won praise and high approval ratings for his administration’s aggressive handling of the coronavirus pandemic, with California becoming the first state to issue a statewide stay-at-home order on March 19.

But with the state beginning to reopen, there is increasing resentment at the state Capitol over how Newsom has wielded his expansive emergency powers to address the COVID-19 crisis. Critics say he has seized too much power at the expense of the Legislature, sidelining the authority of a co-equal branch of government.
