Governor Newsom Signs Senator Archuleta’s SB 1188 Expanding Access to JROTC Programs

SACRAMENTO, CA – Gavin Newsom has signed Senate Bill 1188 by Senator Bob Archuleta (D-Pico Rivera), clarifying that students receiving home instruction, participating in independent study, or attending private schools may participate in Junior Reserve Officers’ Training Corps (JROTC) programs at their local public schools when a JROTC program is not available through their current educational placement.

“Every student should have the opportunity to participate in programs that build discipline, leadership, responsibility and a commitment to service,” Senator Archuleta said. “SB 1188 removes an unnecessary barrier and ensures that students who choose alternative educational paths are not excluded from JROTC programs in their communities.”

JROTC provides students with opportunities to develop leadership skills, physical fitness, civic responsibility and an understanding of military service. SB 1188 provides greater clarity for students, families and schools regarding eligibility to participate in these programs.

“As a veteran and former paratrooper in the 82nd Airborne, I know the value of leadership and service,” Senator Archuleta said. “I thank Governor Newsom for signing SB 1188 and everyone who supported this legislation to expand these opportunities for California students.”

SB 1188 takes effect January 1, 2027.
