Governor Newsom Signs Senator Archuleta’s Senate Bill 804, Establishing the Nation’s First Hydrogen Pipeline Safety Framework

SACRAMENTO, CA — Governor Gavin Newsom has signed Senate Bill 804 by Senator Bob Archuleta (D-Pico Rivera), establishing the nation’s first comprehensive state safety framework specifically for hydrogen pipeline infrastructure.

SB 804 directs the Office of the State Fire Marshal to establish safety standards for hydrogen pipelines, providing California with a clear and consistent framework as the state continues to develop hydrogen as part of its clean energy future.

“SB 804 establishes the nation’s first state safety framework specifically for hydrogen pipelines and ensures that California’s hydrogen infrastructure can grow safely and responsibly,” Senator Bob Archuleta said. “As we continue to advance hydrogen as an important part of California’s clean energy future, we must make safety a priority. I want to thank Governor Newsom for signing this important legislation and the Office of the State Fire Marshal, industry stakeholders, labor, and everyone who helped us develop a thoughtful approach to hydrogen pipeline safety.”

Hydrogen is expected to play an important role in California’s efforts to reduce emissions from hard-to-decarbonize sectors, including heavy-duty transportation, industrial operations, and other energy-intensive applications. As hydrogen infrastructure develops, SB 804 provides the state with a foundation for establishing consistent safety standards while allowing the industry to grow responsibly.

“California is leading the nation, and the world, in the safe development of hydrogen infrastructure,” Senator Archuleta said. “SB 804 gives us the tools to do that. This is about preparing for the future while making sure that safety keeps pace with innovation.”

Senator Archuleta has been a leading voice on hydrogen policy in California Legislature. He was appointed Chair of the Senate Select Committee on Hydrogen Energy in 2021 and has worked to advance policies supporting hydrogen production, infrastructure, transportation, and safety.

SB 804 represents an important step in building the regulatory framework necessary to support the responsible development of California’s hydrogen economy.
