Governor Signs Senator Archuleta’s SB 1354 to Strengthen Public Safety and California’s Sovereignty
SACRAMENTO, CA – Senator Bob Archuleta (D-Pico Rivera) announced today that Governor Gavin Newsom has signed Senate Bill 1354, legislation establishing clear state authorization requirements for certain out-of-state military personnel entering California to perform military or law-enforcement functions.
SB 1354 requires permission from the Governor before military personnel from another state, territory, or the District of Columbia may enter California to perform military or law-enforcement functions.
The law does not diminish or interfere with the federal government’s authority under Title 10 of the United States Code and expressly preserves the authority of military personnel lawfully called into federal service.
“As an Army combat veteran and former law enforcement officer, I understand the importance of clear lines of authority when it comes to protecting our communities,” Senator Archuleta said. “SB 1354 strengthens public safety by establishing clear authorization and accountability when out-of-state military forces are called upon to perform military or law-enforcement functions in California. It provides a straightforward framework that helps ensure everyone knows who is responsible and who is in command.”
The legislation provides California with greater clarity when responding to situations involving out-of-state military forces while preserving lawful military training, specified mutual-aid activities and federally authorized military service.
“Public safety works best when there is clear coordination and accountability,” Archuleta said. “This law provides that clarity while supporting the partnerships that help keep Californians safe.”
Senator Archuleta serves as Chair of the Senate Committee on Military and Veterans Affairs. He is a former paratrooper with the 82nd Airborne Division and served with the Montebello Police Department.
